Indeed it is not; always provided that the suggestion is made in a pleasant and conversational manner. A suitable form of words might be "I say, old boy, is it perchance the case that the honourable official does, in his leisure time, engage in acts of an onanistic nature?"

No just got a very very good young winger wanting to play for a local team.

only local junior setup I've any knowledge of is wibseys as partners cousin used to play there before going to giants on scholarship. Sure someone more knowlegable on local amateur scene will chime in though.
