The U23's is a new competiton introduced by the RFL this year and only 10 teams have taken up the format. It allows for 3 over 23's to be part of the squad; allowing fringe / returning from injury 1st team squad members to get some game time.

U18s & U20s are Super League Structured Youth.
U23's/Reserves are Championship as well as SL.
I played with Dewsbury "Reserves" last season (U23's) and the ruling WAS (i dont know if it is still the same)
Quote J2013+ players aged 23 or younger (Reserve or 1st team)
0-4 First team players 24+
First team players ages 23 or younger are classed as 1st team Reserves, regardless of the squad status and are allowed to play as a resevre U23s Player.
Any players used in the Reserve/U23 Game on the Thursday/Friday/Saturday (U23 Game days) are ineligble to play for the first team the same week. This is including the 18th Man.
If a player is played in both the Reserve and 1st team in the same week the club is liable for a £10,000 fine (per player) and the possibility of BOTH 1st team and Reserve games being Nullified and the result being 18-0 walkover Victories for the opposition.'"
